Is it possible to add a roof without removing the existing roof?

On flat roofs, it is possible to add a new roof without removing the existing one if there are no more than two layers. On all other roofs, the existing roof must be removed and a fresh new one installed. If you add more than one layer of shingles, the home is not designed for that much weight, and repairs cannot be warranted.
